If your a transgender person FtM without taking hormones how do you get facial hair to grow. Shaving does not work ive tried it so many times.

I'm writing a story about a girl who's lost her memory and wakes up in the hospital a year or so after what she remembers. I'm asking if it's possible for her hair to grow this much in this time? And if not, is there some hair growth hormone or something? She was kidnapped and her captor likes long hair.

Not possible. Human hair grows at a rate of 1/4th an inch each month. Growth is slightly faster during winter, slightly slower during summer.
